Wholehearted Empathetic Companions United (WECU) is committed to enriching lives, by offering social support programs and services to promote independence and joy, for a vibrant, meaningful journey through life.
WECU is currently offers programs, for adults 60+ and persons with diverse abilities, in Solano County and surrounding areas with intentions to expand.

WECU recognizes the challenges that many participants face , from limited transportation options to the need for social support. That’s why we have implemented programs aimed at addressing these issues, which have become exponentially significant since the Covid-19 pandemic began in 2020.
Transportation Assistance program provides access to public and private transportation services, enabling participants to attend medical appointments, run errands, enjoy local leisure travel and participate in community activities.
Individual Transit Training is offered to teach participants how to navigate their community and surrounding areas using public transportation options. The Group Transit Training program arranges group outings to local attractions and events to provide opportunities for discovery within our community and to create memorable experiences. These programs utilize various forms of transportation, such as, local and express buses, BART, San Francisco Bay Ferry, MUNI and Capitol Corridor.
Community Joy program offers themed events like afternoon tea, sock hops, art classes and holiday luncheons to foster a vibrant community atmosphere.
Caring Correspondence program sends heartfelt cards and letters to community members, enhancing their sense of engagement and community spirit.
Community Engagement program offers opportunities to remain engaged in meaningful activities, while giving back to the community. Volunteer opportunities are organized at local venues, such as animal rescues, gardens, farms and other nonprofits in the community. We also participate in AARP's Cupid's Crew, which distributes roses and cards on Valentine's day to spread love and cheer in older adult communities.
Elective Adventures can be designed to satisfy a lifelong dream or to help others realize their dream.
Companion Support provides social and emotional support and non-medical care to enhance the quality of life and combat loneliness and isolation

Cindy Hayes has contributed to the education realm for 25+ years. Specializing in differentiated instruction and catering to learners of all ages and abilities, her journey has been one of continuous growth and impact. From her early days as a respite care provider to becoming a credentialed elementary school teacher and serving the past decade dedicated to guiding older adults and individuals with disabilities in maintaining their independence, she is driven by a passion for inclusivity and is committed to empowering every learner to reach their fullest potential.
Cindy attended San Jose State University and California State University of Monterey Bay to secure her Bachelor’s degree in Multiple Subject Social Science and a California Teaching Credential.
Beginning in 2014, Cindy was given the opportunity to join Independent Living Resources, Solano County and Solano Mobility in implementing a pilot program designed to provide older adults and individuals with disabilities the tools needed to navigate public transportation safely and independently. Through her roles as Travel Trainer, Cindy has had the privilege of expanding the travel training program, serving as an advocate , and teaching concepts that enhance the quality of life for program participants. Cindy is drawn to the wisdom and experiences of program participants and recognizes their invaluable contributions to our society.
As Cindy continued to grow and develop professionally, she realized additional opportunities to give back to the community, which has led to serving on the board of Solano County's Paratransit Coordinating Council and Suisun Valley Elementary's Parent Club and the establishment of WECU.
As Chair of WECU, Cindy is committed to igniting passion for learning and advocacy.
Sarah Birdwell is a seasoned professional with over 19 years of multifaceted experience spanning design, education, advocacy, and community service. Graduating with a Bachelor of Fine Arts degree in Graphic Design from California College of the Arts, she has made impactful contributions across various domains.

Sarah Birdwell is a seasoned professional with over 19 years of multifaceted experience spanning design, education, advocacy, and community service. Graduating with a Bachelor of Fine Arts degree in Graphic Design from California College of the Arts, she has made impactful contributions across various domains.
Throughout her career, Sarah has left her mark as a Designer and Creative Director within renowned design agencies. Additionally, she has imparted her expertise as an instructor at the esteemed Academy of Art University, shaping the next generation of design talent.
Committed to advocacy, Sarah has actively served on the boards of two committees within the disability community. Her tenure at ILR, a non-profit dedicated to serving individuals with disabilities and seniors, saw her assume the role of Board President from July 2010 to 2017, following her initial board membership in 2008.
Further, Sarah's involvement in the In-Home Supportive Services Advisory Committee, advising the Board of Supervisors of IHSS Public Authority, underscores her dedication to effecting positive change. Notably, she chaired the committee from 2012 to 2014, leaving a lasting impact on policy and community support initiatives.
A tireless advocate for women's and disabled rights, Sarah has championed these causes at the highest levels, lobbying at the Capitol in Sacramento, CA. Her leadership is characterized by unwavering dedication and a contagious positive attitude, inspiring those around her to strive for excellence and community involvement.

Jack Westlie is an East Coast transplant:) He currently serves as Secretary for WECU.
His childhood on the East Coast shaped his appreciation of the natural world and the joy of helping others. His parents volunteered with the church, the Girl Scouts and the Indian Guides. A strong sense of fairness, honesty and giving was mirrored by his

His childhood on the East Coast shaped his appreciation of the natural world and the joy of helping others. His parents volunteered with the church, the Girl Scouts and the Indian Guides. A strong sense of fairness, honesty and giving was mirrored by his parents and grandparents.
As a teen, Jack served as a camp counselor at “Camp Robin”, a summer camp for inner city children. Snowy winters finally persuaded his family to move West! Here Jack attended school in Fremont, California. His last year of high school was in San Francisco during the 60’s, a magical time. San Jose State College was next in his adventure.
Hit “fast forward” and you will find him married. Blessed with a girl and boy, he began working at San Francisco Municipal Railway and ended with a move to the Bay Area Rapid Transit system! A portion of this time, Jack took on the role of electro- mechanical instructor and of Union Steward for 10 years.
Both of his children grew up and decided to help others by choosing careers in teaching and law enforcement. His amazing wife directed a historic, cooperative Pre School in the East Bay for 35 plus years. Inclusiveness, compassion for others and self reliance was part of the program as well as parenting skills. Jack would also participate in various events and lessons.
After retiring, Jack joined the team at Guardian Adult Day and Healthcare and transported participants to and from the center. He also volunteered at the Contra Costa Meals on Wheels program.
Currently, he is the new board member (and secretary) at Wholehearted Empathetic Companions
